Effective December 30, 2016

  • Measure L: The Richmond Fair Rent, Just Cause for Eviction, and Homeowner Protection Ordinance 
  • Eviction protections apply to most rental units in the City of Richmond
  • The vast majority of multi-unit rental properties (including duplexes) constructed before 1995 in the City of Richmond are subject to rent control
    • Rents for rent-controlled units must reset to the “base rent”, or the rent paid on July 21, 2015 (or the first date that rent was paid after this date)
    • The Maximum Allowable Rent is equal to the base rent, plus all applicable Annual General Adjustment rent increases
    • Any excess rent paid in excess of the Maximum Allowable Rent following December 30, 2016, MUST be refunded to the Tenant in the form of a Cashier's check. Proof must be submitted using the online "Proof of Excess Rent Refund" form. See Regulation 17-05 for detail.

Rental Housing Fee Payment Due Date Extended to February 2, 2018

The Rental Housing Fee is $145 per Rental Unit and must be paid by all owners of residential property as required by the Fair Rent, Just Cause for Eviction, and Homeowner Protection Ordinance.

Payment of the Rental Housing Fee is due no later than February 2, 2018. After February 2, 2018, late payment penalties will apply.

Rent Program Holiday Closure and Modified Office Hours (January 8, 2018 - March 2, 2018)

The Rent Program office will observe the City Hall closure beginning Monday, December 25th, 2017, with the office re-opening on Monday, January 2nd, 2018.

Rent Program staff members appreciate your patience during the program’s initial startup and look forward to continuing to serve the community in the new year.

To allow for staff training and further program development, the Rent Program office will operate on a modified office hour schedule from Monday, January 8th, 2018, through Friday, March 2, 2018:

Monday:          9:00 AM – 12:00 PM & 1:00 PM – 4:00 PM
Tuesday:         CLOSED
Wednesday:    9:00 AM – 12:00 PM & 1:00 PM – 4:00 PM

Community Workshops - Setting Standards for Changes in the Maximum Rent

Rent Program staff members hosted community workshops on December 4, 2017, and December 9, 2017, to solicit feedback from community members on topics such as:

• Rules and standards for increasing or decreasing rents for rent-controlled rental units
• Possible models for defining a “fair rate of return” on rental property investments
• Calculating rent reductions due to problems with the rental unit (pests, broken appliances, etc.)
